Senior Director

Rebecca Harned possesses over 15 years of working in the field of emergency management, with specialized expertise in the National Incident Management System, information sharing, and geospatial technology.  She currently serves as the Senior Director at NAPSG Foundation, where is responsible for providing strategic guidance overall programs and disaster response efforts, in addition to serving as the Principal Investigator for the Innovative Mutual Aid Policy and Technology program. Her greatest passion is in working at the nexus of preparedness policy and technology, in working with the community to examine the most vexing challenges, and facilitating the development of creative and practical solutions that build preparedness at the local level first, and are scalable nationwide.

Ms. Harned previously served as the Senior Advisor to the National Integration Center at the Federal Emergency Management Agency where she co-led the implementation of Presidential Policy Directive 8: National Preparedness across the Federal interagency and Whole Community. Prior to her work at NAPSG and FEMA, she managed the Communications Interoperability and supported the Safe Energy & Transportation programs for the National Association of State Fire Marshals (NASFM). She started her career working in local planning and environment, health, and safety at the Metropolitan District Commission in Connecticut. She holds a BA in Biology from Colby-Sawyer College and an MA in International Peace and Conflict Studies from the United Nations-mandated University for Peace.
